Mandatory Commercial Recycling Law

With the passage of AB 341 (Chapter 476, Statutes of 2011 [Chesbro, AB 341]), California is one of the first states in the nation to enact a statewide program to reduce greenhouse gas emissions by diverting commercial solid waste from landfills.
  • State mandatory recycling for businesses and multi-family properties began July 1, 2012.
  • AB 341 requires all businesses that generate 4 or more cubic yards of waste weekly and apartment communities/multi-family housing with 5 or more units to recycle.

Mandatory Commercial Organics Recycling Law

In 2014, AB 1826 Chesbro (Chapter 727, Statutes of 2014) was signed into law, requiring businesses, including apartment communities/multi-family housing with 5 or more units, to recycle organic waste based on the amount of waste generated each week.* Organic waste includes food waste, green waste, landscape and pruning waste, nonhazardous wood waste, and food- soiled paper.
  • Businesses and multi-family housing units generating 8 cubic yards or more of organic waste per week were required to have organics recycling in place by April 1, 2016.
  • Businesses and multi-family housing units generating 4 cubic yards of organic waste per week must arrange to recycle their organics by January 1, 2017.
  • Businesses and multi- family housing units generating 4 cubic yards of solid waste per week must arrange to recycle their organics by January 1, 2019.
*Note: Multi-family housing units are not required to have a food waste diversion program, but must recycle green/landscaping waste.

Recycling in Pleasant Hill

Recycling service in Pleasant Hill is mandatory for commercial business and multi-family complexes, per City Ordinance. When you set up garbage service, you MUST also set up recycling service. The cost of recycling service is included in your garbage rate and so is available at no extra charge. We encourage you to request as much recycling service as you need, with no increase in your garbage bill. Please call Anne Baker, Recycling Coordinator, at (925) 671-5806 if you have any questions about the program. Anne can provide free waste audits, information for tenants, and indoor recycling receptacles. Multifamily complexes in Pleasant Hill are entitled to three on-call cleanup boxes per year at no charge and two on-call recycle boxes per year at no charge. To schedule a box, the property manager must call us at (925) 603-1803 at least one week in advance. We will need a map of your facility indicating where you would like the box to be dropped.


Recycling in Antioch

Recycling service in Antioch is mandatory for commercial business and multi-family complexes, per City Ordinance. When you set up garbage service, you MUST also set up recycling service. Recycling service is only 70% of the cost of garbage service. Consequently, the more recycling service (and the less garbage service) you receive, the lower your bill will be. Any questions or concerns about this mandatory program should be directed to the Recycling Coordinator at (925) 671-5853. R.C. can perform free audits of your facility and recommend recycling service appropriate for your needs.

Recycling in Martinez

Recycling service in Martinez is mandatory for commercial business and multi-family complexes, per City Ordinance. When you set up garbage service, you MUST set up recycling service. The cost of recycling service is included in your garbage rate and so there is no additional fee. Recycling in Mt. View Sanitary District

Recycling is mandatory for multi-family complexes in the Mt. View Sanitary District of Martinez. The cost of recycling is in the garbage rate so there is no additional fee. Indoor totes are available for complexes. Please contact Marie Knutson, (925) 671-5814 for information, waste assessment, recycle bags for tenants or questions.

Recycling in Benicia

Recycling is mandatory for commercial and multi-family complexes in Benicia. When you set up garbage service, you MUST set up recycling service. The cost of recycling service is included in your garbage rate so there is no additional fee. Please contact Marie Knutson, (925) 671-5814 for information, waste assessment, recycle bags for tenants or questions.
